A lot of songs like this were often played in Italian nightclubs during the mid-90s to calm people down before heading home, the goal being to reduce the amount of car accidents that tended to happen during that period. They even had a term for it - "Saturday Night Slaughter".
But I just think it captures the hopeful feeling of the post-Cold War & pre-9/11 era pretty well. Calms me down too.
