Sure if it doesn't slopify it. Otherwise I doubt people would notice if a banner is 400x96 since it will just get resized to 400x96 anyways. It just looks crisper if it's 800x192

I edited the OP. The recommended dimensions are 800x192. If you already submitted one that's 400x96 and can't make it 800x192 then that's fine. It has to have an aspect ratio of 25:6

Nobody will notice if you can't make it 800x192. It will get resized down to 400x96 anyways but 800x192 banners will look crisper and less pixelated
