Maybe you shouldn’t watch anime where 30 year old women look like little girls. I’ve never seen this problem in JoJo’s. For example, Erina is 12 in the first picture and 19 in the second.

I'm not being dense, they look the same, you're stretching hard. The only thing that changed is that her eyes are smaller and she isn't blushing.

Face shape, nose shape, eyebrow shape, eye shape, head size in comparison to her body. Again, you’re being dense on purpose.

I showed my mom both photos and she said the second photo looked obviously older and said “she doesn’t have the young girl face shape or cheeks”.

The first photo isn't explicitly drawn in a way that shows she's 12, you can't really tell from the face alone in anime because of the inconsistency of it between studios. You have to tell from other cues such as the body and relative size and etc.
